PCLC is highlighting Second Chance Month to share the message with the Perry County community that the community plays an important role in supporting safe and successful reentry for our neighbors who have been involved in the criminal justice system.
Reentry Programs Reduce Recidivism
After incarceration, transitioning back into society as a productive community member can be difficult. There are many barriers to successful reentry, including negative perceptions from family & community, lack of education and skills, difficulty in obtaining steady work, housing, and more.
According to a report from the National Institute of Justice (NIJ), the strongest predictor for recidivism is poverty.
Reentry programs are designed to provide individuals with the resources and education they need to find employment, access stable housing, support their families, and actively contribute to society. Community-based reentry programs across the U.S. have been shown to reduce the likelihood that an individual will commit a crime and return to prison.

In Perry County, PA, help is available in many forms for motivated individuals to do better for themselves and their families. We are proud of our 30-year record of service to the community, and we are dedicated to our long-term goal of assisting residents who seek our aid to achieve their goals and move from dependency to self-sufficiency.
Our approach to supporting an individual’s self-sufficiency has evolved through the years. We have developed partnerships and resources that support a variety of needs. Services from 16 different providers are accessible through our PCLC office in Newport, PA.
